Dubai Carbon extends helping hand to Kuwait


DUBAI: Dubai Carbon, after the successful delivery of UAE GHG (greenhouse gas) Inventory for three consecutive years, is now cooperating with the UN Environment Programme (UNEP) to develop a National Inventory System (NIS) for Greenhouse Gas Emissions in the GCC State of Kuwait.

The comprehensive National Inventory System will monitor critical data on climate change to help implement effective mitigation strategies in Kuwait.

The first coordination meeting between Dubai Carbon, Environment Public Authority (EPA) and local stakeholders to kick off the new collaboration with UN Environment took place in Kuwait recently.

The UAE GHG Inventory has been commissioned under the mandate of the Ministry of Energy keeping in line with the UAE Vision 2021 to estimate the impact of the nation on climate change.

The annual update of the UAE GHG Inventory will provide the collection of data necessary to create the baseline and evaluate the initiatives to reduce carbon emissions across the country. The UAE GHG Inventory also provides data that can be used to create the National Communication document. Dubai Carbon is supporting the Ministry in the Inventory development and also enables the capacity building within the Ministry of Energy.

The capacity building exercise will provide the nation with a robust team that will be able to generate the Inventory independently.

As part of the Kuwait project, Dubai Carbon will aid in the preparation of the Second National Communication and the First Biennial Update Report for Kuwait, funded by the Global Environment Facility (GEF) by developing a National Inventory System for Kuwait’s Greenhouse Gas emissions.

Dubai Carbon will also propose procedures and protocols, to be adopted by Kuwait, for reporting data and information exchange among the relevant stakeholders.

Both UN Environment and Dubai Carbon will provide insights and strategic inputs on how to report accurate greenhouse gas emission inventories.

Chairman, Dubai Carbon Eng. Waleed Salman, commented: “A key part of the Paris Agreement’s enforcement mechanism is “Nationally Determined Contributions”.

The development of an NIS will reinforce Kuwait’s commitment to the same, and greatly help in creating a national roadmap for capturing emissions and removals of greenhouse gases. We are witnessing a wave of positivity among Arab states, when it comes to tackling environmental issues. Countries in the region are stepping up their efforts to fight climate change by creating NIS to improve environmental management and connect with different stakeholders, thus promoting the adoption of sustainable technologies. We are developing a similar system for Oman and Bahrain as well.”

Dr Iyad Abumoghli, Director and Regional Representative of the UNEP, said: “Arab states are echoing their commitment to establishing best solutions to develop climate change strategies. We are pleased to partner with Dubai Carbon in building the NIS for Kuwait, after the success they have had in the UAE and Oman.”

The NIS developed by Dubai Carbon will be in line with the Intergovernmental Panel on Climate Change (IPCC) guidelines for national inventories, with definitions for reporting data tailored to the national conditions in Kuwait.

Dubai Carbon and UN environment signed an agreement to develop National Greenhouse Gas Inventory Systems (NIS) for Oman, Kuwait and Bahrain last year to help these countries monitor progress towards the achieving the objectives of Paris Agreement.
